Every proposal should remain open for public comment for fourteen days before a decision is made.

Fourteen days is defensible as a default, but a rigid delay can make urgent and easily reversible decisions worse. The rule should express the tradeoff instead of hiding it.

    Reasoning

    This preserves a legible default while requiring shorter windows to be justified by urgency and reversibility.

    Used by demo_ada. Accepted because the exception is bounded by explicit criteria. Read version 2.

    Would urgency always shorten the window? Some urgent decisions need more effort to reach affected people.

    Good distinction. The proposed wording makes urgency a factor, not an automatic override; the published reasoning must explain the chosen window.

    I am accepting this narrow change. A separate challenge should define minimum outreach rather than expanding this one.
